The Virginia State University (VSU) Provost Office is responsible for formulating and managing all business processes associated with student admissions, registration and records. VSU currently utilizes the SCT/IA Budget Reporting, Financial Reporting and Student Information Systems (BRS, FRS and SIS) running on an IBM mainframe computing system. Subsequent to the installation of the SIS component, it became apparent that several key requirements of the Registrar's Office would not be met. This necessitated the development of Registrar's Information System (REGIS) to support these key requirements.

Cygnus has been contracted by the Provost Office to review the REGIS Program in light of the University's current option to upgrade its BRS, FRS and SIS to the latest versions. The goal of the program review is to provide recommendations to VSU executive management relative to the SCT/IA upgrades and the continuance of REGIS.
