With the rapid pace of Information Resources Management (IRM) technology advancement continuing unabated, The Howard University Office of Information Systems and Services (ISAS) management finds the technology at its disposal, particularly the software technology, retreating further and further from the state-of-the-art.

Cygnus has been contracted by ISAS to assist in the advancement of ISAS technology as rapidly as possible within the parameters of budgetary constraints and operational stability. Cygnus furnishes the necessary technical staff, materials and other items to provide comprehensive IRM support to the University in the following areas: Program Development and Evaluation, Software Life Cycle Management, Applications Integration, Data Management, Information Technology Standards, Information Infrastructure, Telecommunications Management, and PC/Workstation Inventory Management.
