The Delaware Department of Transportation (DelDOT), Office of Financial Management and Budget (FMB), Office of Information Resources Management (IRM) provides information management services to DelDot's various Offices and Divisions.

IRM engaged INSIGHT Consulting and Cygnus to conduct a Rightsizing Analysis and Technology Evaluation (RATE) of its information systems (IS) and organizational infrastructures. The purpose of the RATE was to formulate a clear vision of DelDOT's IS objectives and define viable IT architecture alternatives which would support those objectives. The audience for the RATE report included the Secretary of Transportation and DelDOT divisional management.
