The Chemical Material Destruction Agency (CMDA), located at Aberdeen Proving Ground, Maryland, awarded a contract to AIS to acquire, install and manage a comprehensive Program Management System (PMS) for the centralized management of the U.S. Army's program to eliminate targeted stockpiles of chemical weapons.

Cygnus provides comprehensive program management support to CMDA/AIS through managing the application systems development and maintenance efforts required on the project. This service is vital for AIS success as AIS senior management is located in Columbus, Ohio and the contract does not provide for a senior level on-site program manager. Program management services provided by Cygnus include: interfacing with CMDA management; project planning; project progress and performance monitoring; project problem identification and resolution.
